Utility Coordination

So-Deep was awarded VDOT’s first Utility Field Inspection contract in 1988 and has been performing these services on a continuous basis to the Department since then under five subsequent contracts, and to other clients. So-Deep’s personnel have experience in federal, state, and local utility accommodation policies. So-Deep’s unsurpassed knowledge of designating and locating is of great benefit in performing utility field inspection services.

So-Deep generates and reads electronic design files in Microstation, AutoCAD, GeoPack, CAiCE, ArcInfo, and other formats. So-Deep can translate virtually all survey data and drafting codes to electronic files of the design engineer. Additionally, So-Deep has significant experience working in the metric system, having performed and returned hundreds of projects in metric units.

Appropriate deliverables are reviewed and "sealed" by registered staff professionals, who are full-time employees of So-Deep.

So-Deep's services are backed by professional liability insurance specifically written for the subsurface utility engineering profession. Under So-Deep's policy, "professional services" include designating, locating, mapping, data management, records review, utility field inspection etc. So-Deep's policy provides coverage when other professional liability policies may not. Military Highway - 0013-122-V03, RW204,C504

The coordination problems on Military Highway were probably the most complex of any urban project undertaken by VDOT. The following points highlight the complexity of the utility adjustments on this very difficult project that spanned over three (3) years:

  • Highly congested utility zone increased coordinating problems and necessitated completion of utility adjustments in advance of highway construction. Extensive planning and sequencing were essential at the UFI and subsequent meetings due to extremely intense congestion.
  • Limited space available adjacent to Military Highway for relocated utilities necessitated off site utility easements and additional survey work.
  • Prioritized utility easement acquisition to coincide with sequence of roadway construction.
  • Attended numerous coordination meetings and prepared sequence of construction for utility work.
  • Planned utility relocations to avoid contaminated properties.
  • Reviewed numerous plan revisions, (i.e.) drainage, lighting, signal, detours, right of way parcels and numbers, etc. which required revisions to utility work.
  • Intense utility congestion required numerous test holes (approximately 500) at potential conflict points.

Route 13/Military Highway - 0013-134-101,RW201 & 0013-122-105, RW201

Intense utility congestion presented the Department with the problem of identifying and documenting utility conflicts. Such documentation was necessary so that utility owners were aware of the conflicts, and so they could act upon them in a timely manner. So-Deep, Inc. developed and refined Underground Utility Data Sheets, which outlined the conflicts and conditions for each utility owner. These data sheets were then used at UFI/UCS meetings with the owners. As a result, the owners became immediately aware of the conflicts and were able to begin developing options to resolve these conflicts. So-Deep Inc.’s underground Utility Data Sheets reduced the review time for utility owners and outlined utility relocation design problems that were subsequently addressed at the “scoping meetings.”  This is one of the few urban projects where utilities were scheduled for relocation in advance of roadway construction. Extensive planning, sequencing, and coordinating were absolutely essential during the field inspection and preliminary engineering design stages, due to intense congestion. So-Deep recently completed work on this extremely arduous project.

Military Highway - 0264-122-F08, RW203, B604

This project involved the adjustment of a steel tower supporting a transmission line to provide adequate clearance for the construction of a bridge on Military Highway over Curlew Drive. The transmission line will be de-energized by Virginia Power at certain times to accommodate bridge construction. A sequence of construction is now being prepared that will provide for the coordination of work by both parties. The project also involves a rather complicated adjustment of telephone conduit and cables that are attached to the east side of the existing bridge carrying Military Highway over Route 264. The existing bridge will be replaced and a sequence of construction is now being prepared that will allow the existing telephone conduit and cables to be supported under the new bridge deck. To complicate the relocation further, the existing telephone conduit is asbestos cement, which will require special considerations.

Both projects are urban projects with aerial cabling to be undergrounded within portions of the project limits, as requested by the city. Both have had easement (joint use), clear zone and setback issues: the city has been acquiring private ROW and there has been close coordination by the utilities involved. The city has actively participated in these projects--beautification, lighting ordinances, sound wall issues, etc. Due to these issues and ROW acquisition problems, both projects were deferred (advert. dates) several times since origination (circa 1996).Both are now considered reactivated.

Route 620/Braddock Road - 0620-029-117,RW201

So-Deep, Inc.’s UFI/UCS services revealed numerous conflicts between the proposed road alignment and high voltage transmission lines, as well as buried petroleum pipelines. So-Deep, Inc. produced a preliminary utility relocation cost estimate in order to quantify costs and to compare alternatives, such as redesign of the roadway alignment. As a result, the plans were revised to shift the alignment of the roadway, saving the Department several million dollars in utility relocation costs.

I-95/Newington Interchange – 0095-029-114,C501

This project presented numerous utility conflicts, congested utilities and heavy traffic. Temporary work and extensive easements were required. So-Deep, Inc. was tasked to identify and document all the conflict areas. So-Deep, Inc. provided an innovative solution to this problem through coordinating joint easements with Verizon (Bell Atlantic) and Virginia Power. An additional joint easement also provided alternative routing for gas and water supply line relocations. So-Deep, Inc.’s involvement and contact with utility owners greatly accelerated the submission time on utility owner plans, and resulted in more complete and accurate submissions.

Route 11, Project 0011-128-102,RW201

This was a trial project to evaluate the cost-effectiveness of using consultants to produce preliminary easement plans for Department public hearings. The final result was developed within the proposal guidelines. So-Deep, Inc. received a very favorable response from the District Utility Engineer who received and reviewed our work. The project was reviewed in detail with the area utility owners. Even though plans were preliminary, they required a great degree of expertise and detail on the part of So-Deep, Inc. to produce a useable plan suitable for discussion at the public hearing.

Route 29/Fairfax County Parkway - R000-029-249, RW225,C525

This project includes the Route 29 interchange with the Fairfax County Parkway. Large existing utility lines, including water, gas, telephone, and power were located along Route 29, making it necessary to coordinate temporary and permanent utility installations along Route 29 to avoid bridge foundations and construction of three levels of roadway. Route 29 was scheduled to be depressed approximately 15 to 18 feet. Numerous coordination and progress meetings with the utility owners were necessary to coordinate the temporary and permanent utility relocations for the first phases of highway construction.

Route 95/Springfield - 0095-029-114,C505

This project was scheduled for advertisement by VDOT. The Washington Gas Light Company and Fairfax County Water Authority each had 24-inch utility lines crossing Route 95, which were in conflict with the project. New utility lines had to be bored under Route 95 adjacent to the existing lines. Neither utility owner was able to prepare the necessary plans and estimates in time for the project to be advertised on schedule. So-Deep, Inc., in less than two weeks, prepared the plans and estimates and sent them to VDOT for approval and in time to meet the advertisement date.

Churchland Boulevard - U000-131-113, C501

This is another urban project (City of Portsmouth) on which VDOT required that the utilities be adjusted prior to construction. The project was on schedule until VDOT encountered two properties that were contaminated. This delayed the project several months. In addition to the contamination problem, several buildings and houses within the project limits must be removed before the power, telephone, and gas facilities can be relocated. So-Deep, Inc.  obtained and approved all utility plans and estimates for this project.
